What are the gritty feeling, dark colored small parasites which burrow into skin and cover themselves with an outer layer?

Are you thinking of scabies? Or Ticks?
When you say, "cover themselves with an outer layer," do you mean an outer layer of your skin or their skin?
That's a hard question to answer without more specifics. Do you have a photo you could add?
